Approval Granted for Hotel Development at the Spicer Site in Fremantle

A major hotel development has received planning approval for the Spicer site in Fremantle following a unanimous decision from the Metro Inner Development Assessment panel, advancing one of the city’s most significant private sector investment in recent years.

The project, to be delivered by Fiveight, will transform the centrally located site into a six-storey hotel with supporting hospitality uses. Positioned within Fremantle’s historic city centre, the development is designed to strengthen connections between surrounding streets while introducing new accommodation and activity into the area.

The approved scheme places a strong emphasis on street level activation, with food and beverage venues and publicly accessible spaces forming part of the ground floor. These elements are intended to support pedestrian movement and contribute to the day and evening economy, aligning with broader efforts to increase vibrancy in the city centre.

Design considerations respond to the heritage context of Fremantle through scale, materials and layout, while allowing for a contemporary hotel offering that meets market demand. The development also includes improved public realm outcomes, helping to better integrate the site into the surrounding urban fabric.

The approval provides certainty for the proponent and adds to Fremantle’s growing pipeline of tourism and hospitality projects. Together with other developments underway or approved, the Spicer site project reinforces confidence in Fremantle as a location for long term investment.
