Key Investment Precincts

As part of reimagining Fremantle’s future, the city has identified a series of ‘transformational precincts’ each focused on a distinct location or aspect of the city centre. These are anchored by major place-based projects that will help shape and support Fremantle’s long-term future.
Nine key precincts have been identified as ‘transformational’ to realise this vision:
- Victoria Quay & Manjaree: A historic waterfront with vast potential as a vibrant cultural, tourism, and heritage destination, evolving into a thriving place for community gathering.
- West End: A historic centre with scattered, heritage-sensitive development, stronger waterfront links, and support for a thriving culture, tourism and retail hub.
- Fishing Boat Harbour & Esplanade Reserve: A revitalised waterfront that will establish a strengthened connection between the City Centre and the harbours.
- South Fremantle: Once a waterfront edge, South Fremantle is now a quiet part of the City Centre, a residential precinct with opportunities for enhanced cycling infrastructure, greening, and streetscape improvements.
- Fremantle Oval, Prison & Hospital: A renewed precinct that will be a vital hub for women’s football and the WAFL, provide community and allied health services, deliver 200+ new residential dwellings and have strong connections to the City Centre
- Walyalup Koort: The bustling town square at the heart of the city with a focus on mixed-use development, walkable streets and a focal point for cultural and community events.
- Train Station & Woolstores: A key precinct for population growth over the next five years, supported by major infrastructure upgrades and public realm investment.
- Northern Gateway: A growing residential focused precinct just north of the City Core, surrounded by cultural, community, and natural amenities.
- Fremantle Park & Queens Square: Scattered residential-focussed growth that retains the areas important lower density, parkland character and recreational uses.
